Comments: A.2 Blocks in the BMP
According to the definition of blocks (4.2) it should be Hebrew 0590 - 05FF.
There are no such scripts as "Hebrew extended - A" or "hebrew extended - B", therefore there is no reason to subdivide the block.
Please note that basic Hebrew is defined as a collection, which should satisfy any need to distinguish the ISO 8859-8 Hebrew characters from the rest.
