1. Opening of meeting

The meeting opened at 9:00 am.

2. Introduction of participants

Tom Frost (JTC 1 Chairman), Richard Hodgkinson (SC 35), Mike Ksar (SC 2), Alain LaBonté (SC 22/WG 20), Steve Lewis (SC 35), Yves Neuville (SC 35), Kohji Shibano (SC 2), Keld Simonsen (SC 22/WG 20), and Arnold Winkler (SC 22/WG 20).

3. Chairman's remarks (Mr. Frost)

The JTC1 Plenary in Sendai (resolution 22) authorized two meetings before the next JTC1 plenary. The objective of these two meetings is how to operate the new technical direction. This is an important area of work for JTC1.

4. Appointment of drafting committee

The drafting committee consisted of Richard Hodgkinson, Mike Ksar and Keld Simonsen

The agenda adopted without changes.

6. Review of terms of reference of ad hoc meeting

The terms of reference were reviewed.

 

7. Development of plans for December 1998 ad hoc meeting
7.1 Expected attendance
Fifty people are expected to attend.
Organizations that can be invited: JTC1 will ask national bodies for nominations. The main participants will come from the JTC 1 membership list. The expected attendance from the three SC's of the technical direction is:
SC35: 6 - 8 people, SC2: 5 - 6 people, SC22/WG20: 5 at most
 
7.2 Meeting dates and venue
Confirmed as 1998-12-02/04 in Paris. (JTC 1 N 5539)
 
7.3 Topics for consideration:
7.3.1 Development of cultural and linguistic policy and procedure text

Recommendation 1
Add an agenda item for the December meeting, resulting in recommendations to JTC 1 that contain specific updates to JTC1 directives, business plans and directions, etc.
7.3.2 Elaboration on the definition of cultural and linguistic adaptability

Add as an agenda item to the December meeting; Review of the scope and program of work of the new technical direction.
7.3.3 Identification of JTC 1 interworking, coordination and external liaisons

The JTC1 secretariat is requested to send the draft agenda and revised meeting announcement to the following organizations:
All national bodies of JTC 1
Within JTC1 directly connected with the technical direction:
- All JTC 1 SCs, especially SC2, SC7/WG2, SC 17, SC22/WG20, SC24, SC29, SC 32/WG 1 and SC 35.
Within ISO and IEC, outside JTC1 directly connected with the technical direction:
- ISO/TC 37, ISO/TC 46, IEC/TC 100, ISO/TC 145, ISO/TC 154, ISO/TC 159, ISO/TC 211, IEC/TC 3/SC 3B, IEC/TC 3/SC 3C and JWG of IEC/TC 3/SC 3C and ISO/TC 145
Outside ISO and IEC, and including recognized liaison organizations, directly connected with the technical direction:
- CEN TC304, CEN/ISSS, CEN TC122/WG5, ITU SG 1 and SG 8, IETF, and W3C-I18N, The Unicode Consortium, The Open Group, OMG, etc.
Recommendation 4
Add an agenda item to review of technical direction work with respect to external liaisons, inviting presentations from external liaisons on the working group level - as it relates to this technical direction.
- France will provide a contribution at the December meeting.
 
7.3.4 Mode of operation of the new Technical Direction
Recommendation 5
Add an agenda item to the December meeting to confirm the mode of operation.
 
8. Review of recommendations
The recommendations above were approved unanimously.
9. Appreciation to host
The ad hoc meeting expressed its appreciation to UNISYS and in particular to Arnold Winkler for the excellent meeting organization and accommodation.
