Background ------------- WG2 accepted the number and shapes of the Runic characters in the revised proposal for including the Runic script into ISO/IEC 10646, which was presented at the meeting in Copenhagen on 25 April 1996. This proposal can be found in WG2 documents N 1330 and N 1382. It was not possible at that meeting to resolve the different proposals for character names. The proposal from the Swedish member body was included in the main part of N 1330 (with one correction noted at the meeting), a proposal from Michael Everson was included in Annex F of that document. During the WG2 discussion also concerns were raised about the appropriateness of including into the standard the amount of extra information about each Runic character that was proposed in the document N 1382. This information included the character name proper, a parenthetical comment with 1 - 3 traditional rune names, and a four-column table showing modern transliterations of the runes. The use of an extended Latin alphabet for the informational material and its proper place in character name comments or Annex P were questioned in the discussion. These action items were decided by WG2 in Copenhagen: a) For the Swedish national body: to provide feedback on resolving the names disagreements. b) For national bodies: i) to review and feedback on how to deal with the additional information about the names ii) to review and feedback on whether the characters should be coded in the BMP or in another plane. After the WG2 meeting in Copenhagen a suggestion has been made (see WG2 document N 1408) that the Runic punctuation marks xx4B - xx4D be unified with the already existing MIDDLE DOT, COLON, and MALTESE CROSS. These would be false unifications, as those characters have specific uses which the Runic marks did not obtain for Runic authors. The Runic punctuation is unique to the Runic script and no benefit is obtained by the proposed unifications. 2. Response to action item a: character names --------------------------------------------- After the WG2 discussion contacts have been taken between representatives of Sweden, Ireland and other interested parties. Agreement has been reached on the joint compromise naming proposal contained in this document. The idea of the compromise proposal is to include in the ISO character name both the original names of a rune in the different Runic writing systems and the name used in modern scholarship. These names should satisfy the needs of all the diverse user communities for runes. It has been possible to choose character names of this kind which do not exceed 38 characters. For a fuller account of the naming principles, see section 6. 3. Response to action item b-i: additional information ------------------------------------------------------ Parenthetical comments are used only in the proposed character names for the three Runic symbols. A proposal for additional information to be included in Annex P is found in section 8 of this document. A justification is included in section 7. 4. Response to action item b-ii: allocation inside or outside the BMP --------------------------------------------------------------------- The Swedish and Irish national bodies want to emphasize the over-all importance of timely allocation of the available coding space to characters in existing solid extension proposals, to which the Runic and Ogham proposals belong. Well prepared proposals for alphabetical scripts, which have been subject to careful outside review and about which agreement has been reached in WG2, should not be further delayed. Code positions should be provisionally allocated to such character repertoires, making experimental implementations possible immediately. As soon as practically possible these proposals should be included in a pDAM proposal. Code positions for all such proposals should be allocated in the BMP. The A-zone still has more than 12544 code positions in 48 empty rows and 2 empty half-rows, which is much more than needed for all alphabetical scripts on which work has started. Experience now shows that several years are needed for the preparation of good proposals for many of the remaining scripts; it is wasteful to leave coding space on the BMP unused for perhaps tenths of years, especially considering that some early implementations of ISO/IEC 10646 and Unicode are likely not to support UCS-4 or UTF-16. 5. Character naming principles ------------------------------ The following text replaces the text from "The following principles have been used ..." on in Section IV D, "Character Naming Principles", of the revised Runic proposal (WG2 N 1330). It explains the extra principles used for choosing character names, in addition to the rules of Annex K. The proposed character names have been chosen according to these principles: * The Script part of the character names is RUNIC. * The Case part is empty. * For the Runic letters (xx00 - xx4A), the Type part is LETTER. The Runic punctuation marks (xx4B - xx4D) have PUNCTUATION as the last component of the character name, the Runic symbols (xx4E - xx50) have SYMBOL as the last component of the character name. * The Language part is empty. * The Attribute part is empty. * For the Runic letters, the Designation part consists of one or more components, separated by spaces. Each of these reflects the name of the rune as used in one of those Runic writing systems where a full system of rune names was used (primitive runes, Anglo-Frisian runes, and Viking Age Nordic runes, taken in this order). The last of the components, in some cases the only component, indicates the rune name used in modern scholarship. In a few cases some of these names are identical. They are then not repeated in the proposed character name. In some cases a form-based attribute has been included in a component of the Designation part, for disambiguation purposes: "LONG-BRANCH-", used for long-branch forms of Viking Age runes, which are not unified with a primitive rune; "SHORT-TWIG-", used for short-twig forms of Viking Age runes; "ICELANDIC-", used for an Icelandic mediaeval rune; "DOTTED-" and "OPEN-", to distinguish mediaeval runes. * The Mark part is empty. * The Qualifier part is empty. * The Comment part is used only for the Runic symbols, to indicate their special meanings. 7. The need for additional character information ------------------------------------------------ Concerns were raised in the WG2 discussion about the risks of making Annex P a compendium of language information. We want to stress that this is definitely not the intention of the proposal in section 8, whose sole purpose is to facilitate the correct choice of ISO/IEC 10646 characters when encoding runic texts. To quote from Annex P: "This information is intended to clarify some feature of a character, such as its naming or usage ..." Unlike most of the scripts presently covered by ISO/IEC 10646, the Runic script has developed several distinct and dissimilar writing systems over a long period of time, some 1500 years. The proposal covers its whole development, and many unifications of characters between the different Runic systems have been made. A person coding Runic text usually works within one of the systems and may be less well informed about the details of some of the other systems. There has been a complex evolution of form changes and splitting of old runes into several independent runes of a later Runic system, as described in section V of the revised Runic proposal in WG2 document N 1330. If the standard only gives the character names and one idealized glyph per character, there is a considerable risk for user confusion. The consequence may very well be that runes are incorrectly coded, due to a superficial likeness of appearance with the glyph for an unrelated rune in another Runic system. For these reasons extra information about the runes is justified. Most important is a clear indication of which Runic writing systems each Runic letter occurs in. The inclusion of a table with four columns corresponding to the four Runic systems makes it possible, in addition, to show the customary transliteration used for the rune in runology; in some cases the same Runic character have different transliterations when used in different systems. The use of transliterations instead of a simple check mark will also make it easier for many users to get a quick overview of the Runic writing system they focus on. Our proposal for information about runes in Annex P follows in the next section. Limitations of the production process are the reasons for the notes to the proposed table.
