Additon of new radicals

To review if there are further (more to add) request of RADICALS and raise the request (if any) by 15th of April 1997 is one of the actions from the Singapore WG2 meeting. This is a response for the action request by Japanese national body. This contribution is sent to both the WG2 convenor and the IRG rapporteur for circulation.

In addition to 214 +31 radicals agreed in the Singapore meeting, Japan request to add a set of radicals. Due to the difficulty of the communication in e-mail for the delicate hand written shapes of radicals, Japan will hand carry a hard copy document to both Crete and Nanjing meeting. (Thus, this contribution is a kind of pre-notice as a formality purpose)

A usage of the radicals is same as the 214 radicals, but somehow needed for classification and/or indexing Kanji in Japan in Japanese view.

In addition, Japan is wondering if 70 some of radicals (which are already in I-zone as unified ideograph, and not coded as independent radicals) are needed to be added as separated radicals or not.
