A. Administrative | |
| 1. Title | Proposal to encode Tibetan Extensions in ISO/IEC 10646 |
| 2. Requester's name | China, Ireland, United Kingdom |
| 3. Requester type | National body request |
| 4. Submission date | 1997-12-08 |
| 5. Requester's reference | JTC1/SC2/WG2 N1374, N1378. The characters in this proposal were requested by China, Ireland, and the United Kingdom in N1378. These could not be included because of balloting procedures on the PDAM for Tibetan, and it is recorded in the minutes of the SC2/WG2 meeting in Copenhagen that such additions should be part of a subsequent application. This is that application. |
| 6a. Completion | This is a complete proposal. |
| 6b. More information to be provided? | No |
B. Technical -- General

| 3. Proposed category | Category A |
| 4. Proposed level of implementation and rationale | Level 2 as for Tibetan already |

| 7b. Are published examples (such as samples from newspapers, magazines, or other sources) of use of proposed characters attached? | No |
| 8. Does the proposal address other aspects of character data processing? | No |
C. Technical -- Justification
| 1. Contact with the user community? | Yes. |
| 2. Information on the user community? | Apart from the use of Tibetan as a language of daily life, the scholarly community, particularly researchers at SOAS in London, have indicated their need for the extensions proposed here. |
| 3a. The context of use for the proposed characters? | Most of the extensions are for specialized printing of Tibetan, i.e., not for ordinary newspapers (which is why Extended Tibetan is proposed). The characters to be added to Basic Tibetan are considered to be necessary for the normal production of Tibetan texts, though some of them are used in specialized "unusual" stacks. |
| 3b. Reference | N1374, N1378 |
| 4a. Proposed characters in current use? | Yes. |
| 4b. Where? | In Tibetan literature. |
| 5a. Characters should be encoded entirely in BMP? | Yes. |
| 5b. Rationale | Tibetan is in the BMP. |
| 6. Should characters be kept in a continuous range? | Yes |
| 7a. Can the characters be considered a presentation form of an existing character or character sequence? | No. |
| 7b. Where? | |
| 7c. Reference | |
| 8a. Can any of the characters be considered to be similar (in appearance or function) to an existing character? | No |
| 8b. Where? | |
