Resolution AA: Approval of SC22 work programme

ISO/IEC JTC1/SC22 approves its Programme of Work as recorded in
SC22 N....


Resolution AB: Authorization for concurrent CD registration and
     ballot for WG4 document

ISO/IEC JTC1/SC22 authorizes the SC22 secretariat to conduct a
concurrent CD registration and CD ballot for project 22.01.07,
Revision of ISO 1989:1985 - Programming language COBOL.


Resolution AC: Withdrawal of multi-octet character set support
     (MOCS)

ISO/IEC JTC1/SC22
     - notes that the MOCS support for COBOL is included in the
     revision of COBOL standard ISO 1989:1985, which is expected to
     be adopted in 1997, and
     - therefore withdraws of project 22.01.06, Addendum to ISO
     1989 - MOCS Support, from the WG4 Programme of Work.


Resolution AD: Revision of Synchronization Plans

ISO/IEC JTC1/SC22 directs WG4 (COBOL), WG5 (Fortran), WG14 (C) and
WG15 (POSIX) to review their respective synchronization plans and
recommend to the 1996 SC22 Plenary appropriate changes in light of
revised JTC1 balloting procedures and any changes in working group
practices.


Resolution AE: Appointment of project editors

ISO/IEC JTC1/SC22 confirms the appointment of the following project
editors:
     Dr. Lawrie Schonfelder, for project 22.02.02 - Revision of ISO
          1539-2 - Varying Length Character String Module
     Mr. John Reid, for project 22.02.01.02 - TR (Type 2) on
          Floating Point Exception Handling
     Dr. Miles Ellis, for project 22.02.01.03 - TR (Type 2) on
          Interoperability between Fortran and C
     Mr. Malcom Cohen, for project 22.02.01.04 - TR (Type 2) on
          Enhanced Derived Type Facilities
     Dr. Jonathan Hodgson, for project 22.22.02 - Prolog Modules
     Mr. John Nicholls, for project 22.45 - Z Specification
          Language
     Mr. John Dawes, for project 22.47.1 PCTE Parts 1, 2 and 3; 
          project 22.47.2 PCTE Object Orientation Extensions;

Resolution AF: Subdivision of Fortran work item

ISO/IEC JTC1/SC22
     - authorizes the subdivision of project 22.02.01 - programming
          language Fortran as follows:
          22.02.01.01 - Programming language Fortran
          22.02.01.02 - TR (Type 2) - Handling of Floating Point
               Exception Handling
          22.02.01.03 - TR (Type 2) - Interoperability between
               Fortran and C
          22.02.01.04 - TR (Type 2) - Enhanced Derived Type
               Facilities
     - acknowledges that WG5's objective for the TR's is to gain
          experience with the subjects before their incorporation
          in a future revision of Fortran (Fortran 2000)
     - agrees with WG5's intent to avoid gratuitous, or
          unnecessary, changes to the technical specification when
          the TR's are integrated into the revision in order to
          minimize impact on implementors of these features. This
          intention should be reflected in WG5 internal process
          documents
     - instructs WG5 to confirm the scope of the TR on enhanced
          data type facilities at its November 1995 meeting and
          report any changes to SC22.


Resolution AG: Revision of ISO 1539-2 - Varying Length Character
     String Module

ISO/IEC JTC1/SC22 approves WG5's request to revise the informative
annex of ISO/IEC 1539-2 - Fortran varying length character string
module, for alignment with ISO/IEC 1539-1:1995.


Resolution AH: Authorization for concurrent CD registration and
     ballot for WG11 documents

ISO/IEC JTC1/SC22 authorizes the SC22 secretariat to conduct a
concurrent CD registration and CD ballot, for project 22.33 -
Language Independent Arithmetic, Part 2: Mathematical Procedures.

Resolution AI: Change of titles for WG11 projects

ISO/IEC JTC1/SC22 approves the change of titles for parts 2 and 3
of the Language Independent Arithmetic Standard (ISO/IEC 10967):

     - part 2 (project 22.33), new title: Elementary Numerical
          Functions
     - part 3 (project 22.34), new title: Complex Floating Point
          Arithmetic and Complex Elementary Numerical Functions.

Resolution AJ: Charter of ISO/IEC 9899 - C revision

ISO/IEC JTC1/SC22 requests WG14 to provide to SC22 the Charter
for the revision of the C standard, for informational purposes.


Resolution AK: Authorization for concurrent CD registration and

ISO/IEC JTC1/SC22 authorizes the SC22 secretariat to conduct a
concurrent CD registration and ballot CD, for the following
projects:

Resolution AL: Withdrawal of WG15 projects

ISO/IEC JTC1/SC22 withdraws the following projects:
     - 22.21.01.03.04, ISO/IEC 9945-1, Amendment for name space
          and directory services
     - 22.21.04.03, POSIX Fortran Binding.


Resolution AM: Authorization for concurrent CD registration and
     ballot for WG19 document

ISO/IEC JTC1/SC22 authorizes the SC22 secretariat to conduct a
concurrent CD registration and CD ballot, for project 22.45 - Z
Specification Language.


Resolution AN: Authorization for concurrent PDTR registration and
     ballot for WG20 document

ISO/IEC JTC1/SC22 authorizes the SC22 secretariat to conduct a
concurrent PDTR registration and PDTR ballot, for the revision of
TR 10176 - Guidelines for the preparation of programming
languages standards.


Resolution AO: Change of titles for WG20 projects

ISO/IEC JTC1/SC22 approves the new titles for the following
projects:
     - 22.30.01 (PDTR 11017), new title: Framework for
          Internationalization
     - 22.30.02.02 (CD 14651), new title: International String
          Ordering


Resolution AP: Request to JTC1/SC2

ISO/IEC JTC1/SC22 encourages JTC1/SC2 to define a standard for
unique short identifiers for all characters in IS 10646.


Resolution AQ1: NP for APIs for Internationalization

ISO/IEC JTC1/SC22 instructs the SC22 secretariat to forward
document N1962 for approval by JTC1.


Resolution AQ2: NP for APIs for Internationalization

ISO/IEC JTC1/SC22 recommends to its WG20 that the work described
in N1854 be carried out under the current project 22.30.02.01 -
Functionality for Internationalization.



Resolution AR: Subdivision of PCTE project

ISO/IEC JTC1/SC22 authorizes the following subdivision of project
22.47 - PCTE:
     22.47.1 PCTE Parts 1, 2 and 3
     22.47.2 PCTE object orientation extensions
     22.47.3 PCTE fine grain objects extensions
     22.47.4 PCTE Part 4: C++ binding


Resolution AS: Ballot resolution for DIS 10514 - Modula-2

ISO/IEC JTC1/SC22
     - recognises that the pressure of work has prevented the
     convenor of WG13 from arranging a meeting for the resolution
     of ballot comments on DIS 10514, and
     - authorizes Mr. Kees Pronk (Netherlands) to act on behalf
     of the convenor, if necessary, to call a meeting of WG13 in
     order to progress ballot resolution and other WG13 projects.


Resolution AT: X/Open C category liaison to WG15 

ISO/IEC JTC1/SC22
     - notes that document N1871 is a mutual statement of
     benefits on cooperation between X/Open and WG15, which is
     endorsed by both X/Open and WG15, and therefore
     - recommends to JTC1 the approval of Category C liaison
     between X/Open and ISO/IEC JTC1/SC22/WG15.


Resolution AU: Liaisons to other SCs

ISO/IEC JTC1/SC22 terminates its liaisons to SC18, SC24, SC26;
and at the discretion of the SC22 secretariat and after
consultation with SC27, authorises the termination of the liaison
to SC27.


Resolution AV: Continuation of projects

ISO/IEC JTC1/SC22

     notes that the projects itemised below have exceeded the
     statutory time for proceeding from WD to CD stage;

     notes, however, that significant progress has been made on
     these projects, and there is no reason to suppose that they
     will not be completed;

     having reviewed the situation in each case, accepts the
     explanation that has been presented for the need for further
     time in the case of these documents; and therefore

     authorises the extension by one year of the time permitted
     for proceeding from the WD to the CD stage, for the
     following projects:

     22.18.03  Modula-2 binding to POSIX
     22.18.04  Modula-2 Extensions for System Programming

Resolution AW: Convener of WG16

ISO/IEC JTC1/SC22 accepts the offer of France for the nomination
of Mr. Pierre Parquier as convener of WG16 - LISP.


Resolution AX: Endorsement of Mr. Follett as chairman of SC22.

ISO/IEC JTC1/SC22 enthusiastically endorses the appointment of
Mr. Robert Follett for another term as chairman of SC22 to JTC1.


Resolution AY: CD Ballot for LISP (Project 22.23)

Noting that the CD Ballot for Programming Language LISP received
sufficient affirmative votes to be forwarded for DIS
registration, and noting that the ballot resulted in a number of
comments which caused refinements to the document,

ISO/IEC JTC1/SC22 directs that a second CD ballot be issued by
the SC22 secretariat upon receipt of the revised CD from WG16;

further ISO/IEC JTC1/SC22 fully expects WG16 to resolve any
comments received as the result of the second CD ballot, prepare
a Disposition of Comments Document, and register the resulting
document as a DIS by April 1996.


Resolution AZ: 1996 periodical review of SC22 documents

ISO/IEC JTC1/SC22 makes the following recommendations:
     that ISO/IEC 1539:1991 - Fortran be revised
     that ISO/IEC 10206:1991 - Extended Pascal be confirmed
     that ISO/IEC 10279:1991 - Full Basic be confirmed
     that TR 10176:1991 - Guidelines for the preparation of
          programming languages be revised.


Resolution BA: Appointment of delegation to ISO/IEC JTC1 Ad Hoc
     Group on JTC 1 Strategy for Implementing Information
     Technology

ISO/IEC JTC1/SC22 appoints Mr. Robert Follett and Mr. Sam
Harbison as delegates to the October 1995 meeting of the ISO/IEC
JTC 1 Ad Hoc Group on JTC 1 Strategy for Implementing Information
Technology.


Resolution BB: Input to the JTC1 ad hoc meeting on Electronic
     Document Formatting

ISO/IEC JTC1/SC22 approves N1965 as its input to the JTC1 ad hoc
meeting on Electronic Document Formatting (October 1995), and
authorizes its chairman to present this paper at that meeting.


Resolution BC: Change of title for WG19 project

ISO/IEC JTC1/SC22 approves the change of title for project 22.45,
new title: Z Notation.


Resolution BD: SC22 document paragraph numbering requirements

ISO/IEC JTC1/SC22 approves the rationale for adding paragraph
numbers to SC22 standards, expressed in document N1967, and
requests that the SC22 chairman transmit this rationale to ITTF.


Resolution BE: Cooperation with CEN/TC304

ISO/IEC JTC1/SC22 instructs WG14, WG15 and WG20 to study the
material provided by CEN/TC304 in document N1961, and to report
to SC22 on the relationship of the proposed CEN work with the
work in the respective WGs, and the need for cooperation with
CEN/TC304 on those work items.


Resolution BF: International Cooperation on Internationalization 

ISO/IEC JTC1/SC22, believing that work on internationalization is
best carried out in a genuinely international forum, urges
National Bodies to ensure that wherever possible, resources are
focused on the work of SC22/WG20. Where work is specific to a
region it is essential that there be full cooperation, and SC22
therefore encourages CEN/TC304 and SC22/WG20 to cooperate in a
plan for common work. 


Resolution BG: SC22 Electronic Distribution

ISO/IEC JTC1/SC22
     - approves email and ftp to be the principle mechanisms for
     document distribution in SC22;
     - instructs the SC22 secretariat to implement electronic
     document distribution for SC22 as soon as possible, but no
     later 1996-01-01; and
     - offers AN6 as guidance to its secretariat in carrying out
     this task.


Resolution BH: Appreciation of Mr. Keld Simonsen and the Danish
     Standards Association

ISO/IEC JTC1/SC22 expresses its appreciation to Mr. Keld Simonsen
and the Danish Standards Association for their generous support
in the establishment of World Wide Web support and email
reflector services in support of SC22 activities.


Resolution BI: SC22 WWW Home Page

ISO/IEC JTC1/SC22 instructs its secretariat to the take necessary
actions to identify and to appoint one person to act as SC22 WWW
page maintainer, accountable to SC22 through its secretariat for
the establishment, content and maintenance of an official SC22
home page.


Resolution BJ: WWW Home Page for SC22 WGs

ISO/IEC JTC1/SC22 instructs its WG convenors and, in the case of
projects without active WGs, project editors
     - to report to SC22 on the existence or otherwise of an
          official WG (or project) WWW page, including the URL
          where one exists;
     - to identify and to appoint one person to act as WG page
          maintainer accountable to SC22 through the WG convenor
          or project editor for establishment, content and
          maintenance of the official WG or project home page,
          where it exists; and
     - in cases where no WG home page yet exists, to raise the
          issue of establishing one with their WG, and if
          successful to proceed as above.


Resolution BK: Proposal for entry WWW page structure

ISO/IEC JTC1/SC22 requests Mr. Kent Pitman and Mr. Keld Simonsen
to draft a recommended structure for the entry SC22 WWW page and
the entry WG/project WWW pages as reached from the SC22 WWW page;
     - to circulate an initial proposal to the SC22 electronic
          mail list by 1 October 1995, for comments by 1 November
          1995
     - to circulate an agreed upon version to the SC22 electronic
          mail list by 1 January 1996, having obtained the ruling
          of the SC22 chairman on any issues on which agreement
          had not be reached.

Resolution BL: Proposal for Guidelines for WWW page maintainers

ISO/IEC JTC1 requests Ms. Kate Schell to draft guidelines for
SC22 and WG/project page maintainers; 
     - to circulate an initial proposal to the SC22 electronic
          mail list by 1 October 1995, for comments by 1 November
          1995
     - to circulate an agreed upon version to the SC22 electronic
          mail list by 1 January 1996, having obtained the ruling
          of the SC22 chairman on any issues on which agreement
          had not be reached.

Resolution BM: Endorsement of N1965 as the SC22 position on the
     JTC1 Strategy for Implementing Information Technology

ISO/IEC JTC1/SC22 endorses SC22 N1965 - SC22 Recommendations on
JTC1's Electronic Document Formatting Guidelines as the SC22
position on the JTC1 Strategy for Implementing Information
Technology and instructs its delegates to represent the position
specified therein.


Resolution BN: Secretariat

SC22 welcomes Mr. William Rinehulst as the incoming SC22
secretariat and looks forward to a happy and fruitful
partnership.


Resolution BO: Appreciation to Mr. J. C“t‚

SC22 expresses its thanks to Mr. Joe C“t‚ for his long and loyal
service to the committee as its secretariat.


Resolution: BP: PL/B

ISO/IEC JTC1/SC22 thanks Mr. Gary Raymond for his informative
presentation on PL/B and invites the US to submit the ANSI PL/B
standard to SC22 for consultative ballot on a potential
submission to JTC1 for fast track approval.


Resolution BQ: Late Modula-2 projects

ISO/IEC JTC1/SC22
     - has noted that the status of projects 22.18.05 Support for
          commercial programming in Modula-2, and 22.18.06
          Further support for concurrent programming in Modula-2
          is unclear;
     - has authorized the extension by one year for proceeding
          from the WD to CD stage for these projects (resolution
          AV); and
     - instructs the WG13 convenor to report to the next SC22
          Plenary on the progress made for these projects.


Resolution ZA: Appreciation: Mr. Christian Queinnec

ISO/IEC JTC1/SC22 expresses its thanks to Mr. Christian Queinnec
for his work as WG16 (LISP) convener.


Resolution ZB: Appreciation:  general

ISO/IEC JTC1/SC22 expresses its appreciation to all those who
have assisted in the work of this meeting, and in particular

-    to the companies and institutions that sponsored the
     meeting, namely Digital Equipment Corporation, IBM
     Corporation, IEEE Computer Society, the Information
     Technology Industry council and Unisys Corporation;

-    to Mr. Jean-Paul Emard for his welcoming remarks at the
     opening of the meeting, and especially to Ms. Jennifer
     Garner for outstanding meeting support;

-    to Mr. þorvarþur K ri þlafsson for his informative
     presentation on CEN/TC304;

-    to Mr. Kevin Harris for his informative presentation on
     Language Independent Arithmetic;

-    to the ad hoc meeting conveners, namely Mr. John Hill
